Project Managers (PM)
PM’s are accountable for the overall management, execution, and completion of an entire project to safely achieve the project objectives on time and on budget. Project Managers become involved in the project during initiation and follow the project through to close-out.
Functioning as a team leader they manage the project team and all service providers to ensure that good planning, communication, and working relationships provide an integrated and effective project execution organization.
Qualifications
Technology: Sufficient knowledge of relevant technology to understand and interact with project resources within their areas of expertise, such as process design, detail design skill areas, cost and scheduling, construction, etc.
Project management experience: Ten years experience as a fully empowered manager of heavy industrial and/or oil and gas construction projects
Multi-tasking:
Excellent communications skills (verbal and written)
Developed expertise in analysis of estimates, cost forecasts, and project schedules
Experience in bid evaluations, contracts awards, and contract administration
Experience working on projects executed using a staged project life cycle
Requirements
Engineering degree or equivalent and eligible for registration with PEG-NL
Certification as Project Management Professional (PMP)
Experience as a Project Manager where several service providers are engaged to execute project

The Contracts Administrator (CA)
CA’s are accountable for coordinating the preparation, negotiation and execution of contracts and/or purchase orders with service providers and contractors who are supporting capital projects.
The CA is accountable for the commercial and legal elements of all contracts/purchase orders while the Project Manger is accountable for the technical and scope of work elements.
Knowledge and experience in risk management, contracts and contract negotiation.
Minimum of 5 years (10 years preferred) of strong, hands-on contract in the heavy industrial and/or oil and gas industry
Strong negotiating skills
Business Administration, Commerce or Engineering undergraduate degree preferred
CCCM Designation or equivalent certificate desired
Some PMAC course or some contract law course desired

Lead Engineer
As Lead Engineer, He/she is responsible for conceptualizing and executing the process/systems engineering for assigned projects. The Lead Engineer ensures that the appropriate technology is deployed, that the process configuration is optimal.
In this capacity, the Lead Engineer leads efforts to define the performance requirements for new assets during Stages 0-2. During Stages 3-7, the Lead Engineer ensures design intent is understood and implemented, leading Process Hazard Reviews (PHRs), HAZOP reviews, Functional Design Reviews (covering operability, maintainability, environmental, and safety) and proposed design change reviews; performing field checks; and providing assistance/support to operations in training, commissioning, and start-up activities.
The Lead Engineer works closely with the Project Engineer, who coordinates detail design/engineering for the new assets.
Chemical or mechanical engineering degree or equivalent
Knowledge of relevant process technologies and/or infrastructure systems
Five years experience as a process engineer performing studies and developing detailed process
for heavy industrial and/or oil and gas industry.
Heavy industrial and/or oil and gas construction projects experience

Project Engineer
The Project Engineer is responsible for coordinating all aspects of a project where discipline engineering advice, review, and authorization are required. He/she oversees the discipline engineering work and deliverables from internal and/or external engineering service providers.
The Project Engineer will support the Project Manager, dealing with day-to-day activities and tasks as assigned, thereby freeing the Project Manager to deal with broader issues.
Engineering degree
Familiarity with project-oriented knowledge areas sufficient to understand and interact with project resources within their areas of expertise: process/systems design, detail design discipline areas, cost and schedule, construction, permitting, etc.
Minimum five years and/or oil and gas design engineering
Solid background working with project controls systems, procurement and vendor control schedules, and field construction management
Five years experience in a similar role
Two years of field heavy industrial and/or oil and gas experience
Project Services Representative
Project Services Representative is responsible for the effective development, implementation, analysis, and execution of Project Services for an assigned project. Project Services is comprised of planning, scheduling, estimating, cost control, trending, work measurement and analysis, and reporting.
Sufficient knowledge of relevant Planning and Scheduling software with emphasis on Primavera (P3 or P3E)
Five years in planning and scheduling/cost control role in industry
Engineering or business degree or equivalent
Member of AACEI is an asset
Planning and Scheduling
Estimator
The Estimator assists the Project Services Representative in all aspects of project cost estimating for all phases of project execution. This role is comprised of estimating all project costs, developing contingency and allocating budgets.
Ten years experience in estimation of major design-build heavy industrial and/or oil and gas projects
Expert knowledge of cost estimation methodologies, references and software
Expert knowledge of risk estimation methodologies and software
Experienced in developing range estimates, contingencies, and risk funds
Experienced in evaluating contingency assessment
Member of AACEI
Familiar with PERT and Monte Carlo analysis techniques
Engineering degree or equivalent
Planner/Scheduler
The Planner/Scheduler assists the Project Services Representative and is responsible for all activities related to planning, scheduling, trending, work measurement and analysis, and reporting throughout the life of the project.
Expert knowledge of relevant planning and scheduling methodologies and software with emphasis on Primavera (P3 or P3E)
Five years in planning and scheduling role in industrial design-build projects
Member of AACEI or PMI is an asset
Ability to level resources across the project, although not essential, is an asset
Cost Controller
The Cost Controller assists the Project Services Representative in the successful implementation of cost control, cost analysis, change control and budget control, contingency drawdown, and cost monitoring and reporting during the execution of project services for an assigned project.
Working closely with the Estimator and Planner/Scheduler He/She will analyze project deviations and provide advice to minimize their impact on project execution.
Thorough knowledge of relevant cost control methodologies and software
Five years in design-build project cost control role in heavy industry
Construction Superintendents
Construction Superintendents are responsible for the successful execution and completion of the construction phase of an assigned project.
In this role CS plan, organize, direct, and control the construction phase of the project and must bring construction knowledge to the project team. They are involved at the start of Stage 1 and follow the project through to Close-out.
Ten years field experience
Five years supervisory experience in heavy industrial and/or oil and gas projects
Safety certification
Supervisory skills
Engineering or Construction degree, but not essential
Working experience with planning and scheduling software
Construction Inspector
The Construction Inspector, defined by discipline for heavy industrial and/or oil and gas construction work, are responsible to oversee all activities within their specific discipline for construction work. Discipline roles include Civil and Structural, Control Systems, Electrical and Mechanical.
Five years proven discipline experience in construction
Engineering and construction knowledge in heavy industry and/or oil and gas industry is essential
QA/QC experience in the inspection and verification of installation according to specifications and drawings
Working experience with planning and scheduling software an advantage
Procurement Representative
The Procurement Representative is responsible to plan and execute the acquisition of project materials, equipment, and services in a cost effective, timely manner.
Ten years in a procurement role for heavy industry projects
Thorough knowledge of Lump Sum and Reimbursable project contract administration
Knowledgeable in local, national, and international procurement
